Location & Boundaries

Bounded on the southwest in the province of Zambales, on the Southeastern the Province of Tarlac, on the North the Municipality of Aguilar and the City of San Carlos, and on the East is the Municipality of Urbiztondo.

Land Area and Political Subdivision 31,750 hectares, 82 Barangays divided into 14 Urban & Barangays and 68 Rural Barangays.

         Other Features:

              Topography: The municipality is relatively uneven in its physical features. The relief ranges from even, to hilly, to mountainous. The level area scatters from the Agno River southwestward, which comprises one-third of the total land area. The middle portion up to Zambales is hilly to mountainous. The three most conspicuous mountains in the municipality are Mt. Malabobo, Mt. Galit-litan, and Mt. Cabaluyan.

               Water:  The water coming from rivers, creeks, and water run-off during the rainy season generally drained towards Agno River, the third largest river in the Philippines. The primary source of water is artisan well, deep well, pump well, water taps, water pump, shallow well, and faucet. The secondary sources are the river, creek, and dug well.

               Climate: is characterized by wet and dry seasons. The wet season occurs during the month of May to October while the dry season is usually from the months of November through April.

Rainfall, generally, there is a reduction in rainfall in most parts of the municipality during the summer (March, April, May). However, rainfall increase is likely during the southwest monsoon (June, July, August).

              Typhoon: The province of Pangasinan is frequently visited by typhoons because of its geographical location. The Philippines is in the tropics and the weather and climate prevailing in any particular place in the country due to its geographical location and the different wind systems that prevail in the locality during different times of the year. Weather refers to the atmosphere at a particular time, in terms of temperature, humidity, precipitation, cloudiness, brightness, visibility and wind on certain day or hour. All these climatic elements are closely associated with each other.

              Flooding: Mangatarem is situated at low-lying areas of 0-3 percent degree slope (relatively flat) was subjected to frequent severe flooding during the rainy season specifically during typhoons. This situation is brought about by the overflow of the Agno river basin affected by the release of voluminous water from Ambuklao and Binga Hydro Power Plants, causing floods. The LGU conducts annual dredging of rivers and creeks, to address the susceptibility to flooding especially on the western Barangays

SOCIAL SERVICES

Education

The Municipality of Mangatarem has forty-seven (47) elementary schools, four (4) of which are privately owned.  It has a total land area of 17.67 hectares or 0.0556% of the total land area of the Municipality. There are seven (7) secondary schools in the municipality, one of which is a private school. It occupies an area of 10.37 hectares. The existing Elementary Schools have a total land area of 32.50 hectares. While the projected land requirement based on DECS Manual is averaging 12 classes per school site is 27.75 hectares based on the projected number of classes by the year 2023. This means that the land area occupied by the existing elementary school sites could supply the required land demand for the elementary level.

Of the public secondary schools, Mangatarem National High School and the Macarang National High School have the most number of high school student enrollees. These schools have complete school facilities which are required under the standards and guidelines of the Department of Education (DEPed).

The Municipality has one tertiary school, the Mystical Rose Science and Technology, it occupies an area of 2.24 hectares located in Barangay Pogonlomboy. The size of the school site is largely determined by the level of education, the type of curriculum offered and the location of the school, i.e. urban or rural.

The Municipality of Mangatarem has eighty (80) Day Care Centers; some are integrated into private elementary schools, catering to the educational needs of the school-age population 0-5 years old.  It has a total land area of 2.68 hectares or 0.0084 % of the municipal total land area. These are in various barangays mostly in multi-purpose buildings and barangay halls.

The ground areas occupied by the school buildings and other structures should not exceed 40% of the school site to provide adequate open spaces for assembly and co-curriculum activities as well as to conform with the national and local regulations and standards pertaining to setbacks and distances between buildings.

Using the standard administrative and instructional spaces, the space requirement for secondary schools is 5.0 hectares. The total land occupied by the existing secondary sites is 8.45 hectares. This means that the land supply is 70.9 percent higher than the land requirements for the calendar year 2023.

The municipality of Mangatarem is privileged to host a tertiary school located in barangay Pogonlomboy. A technical-vocational and skills capacity-building institution is strongly advocated by the local government of Mangatarem. Skills training offers Regular courses such as Cooking; Information Technology; Care Giving; HRM and many others which enhances and builds the capacity of the municipality’s people.

There are fourteen (14) Secondary Schools namely, Bedania, Bueno, Bunlalacao, Cabayaoasan, Caturay, Dorongan, Dorongan Silag, Linmansangan, Nancasalan, Olo, Sawat, Silag, Torre, and Valerio. Correspondingly, there are three (3) Secondary Schools in the urban area, namely, Cabayaoasan National Highschool, Mangatarem National Highschool, and Olo National Highschool. Four (4) private schools are also located in the central business district, one of which is a tertiary school. There are twelve (12) Tertiary schools as well in the rural barangays, namely, Bantocaling, Cacaoiten, Cabayugan, Cabaluyan, Caviernesan, Ponglo, Pampano, Quetegan, Sapang, Tagac, Takipan, and  Umangan. Moreover, there are three (3) Secondary schools in the rural area, namely, Bogtong National Highschool, Naguilayan National Highschool, and Quetegan National Highschool.

Health

The Municipality has two (2) PhilHealth-accredited rural health units, one in población and the other at  Barangay Baracbac. Barangay health stations are strategically located throughout the municipality to cater to the most densely populated barangays. Apart from the rural health units, there are a number of private hospitals and clinics as well as a District Hospital that are equipped to respond to medical health emergencies. For public health services, there are eleven (11) medical doctors, forty-two (42) nurses, twenty-five (25) midwives, and seven (7) medical technologies. For private health services, there are nine (9) medical doctors, nineteen (19) nurses, thirty-six (36) midwives, and five (5) medical technologists. (Data source: LDCS, CMCI, DTI 2022)

Health facilities has a total land area of 3.83 hectares, distributed to various barangays, the multi-purpose hall are utilized as health care units.

Sports & Recreation

Mangatarem teems with sports facilities, there’s a public auditorium, that serves as a sports facility and a multi-purpose center for various cultural activities as well. Covered courts which were converted into basketball courts are also available in the población.  A public tennis court for tennis enthusiasts can also be found at the public plaza. Each barangay also constructed a multi-purpose hall, that also serves as sports facility to encourage the youth and the general population to engage in sports-related activities.

For recreation, the municipality also boost of a number of nature and water parks, that serves as a place to relax and unwind for families and large groups of people. Most recently, the construction of the Zambales-Pangasinan road, or more famously known as the “Daang Kalikasan” is slated to be an Eco Park or nature park in the near future, where sports and recreational activities are going to be held.

Public Safety

For protective services, there is a Police headquarters/post in the locality, occupying an area of 88.00 square meters, a three-story building in the Población area. It is manned by fifty (50) police officers, including a chief police. Police outposts are located in strategic locations in the municipality to ensure public safety and order. Barangay outposts are present in every barangay, manned by Civilian Volunteer Organizations (CVOs) and the members of the Barangay peace-keeping councils.

In addition to the PNP personnel, there’s the MDRRMO, which oversees disaster risk reduction in the Municipality, headed by the DRRM Officer, personnel, responders, and the whole barangay council, the municipality is safeguarded against natural disasters, man-made hazards, and accidents. Annual disaster drills are conducted along with training disaster responders from private and public institutions. Emergency infrastructures in the Municipality include ambulances, firetrucks, clearing equipment, rescue vehicles, rubber boats, and other similar equipment. Infrastructure for multi-purpose use such as evacuation and isolation are available as well.

ECONOMIC ACTIVITY

               Mangatarem is primarily an agricultural-dominant town, with high-value crops of palay and corn, fruit, and vegetables. In recent years, however, there is a steady shift in economic activity in the municipality on the onset of urbanization and modernization.

            Agriculture: Activities include crop production, livestock raising, trading, and handicrafts. Among the high-value crop produced are palay, corn, root crops, vegetables, and fruit trees.  Mangatarem is one of the highest producers of palay and corn in the Region. Inland aquaculture can also be found in twenty-one barangays within inland water tributaries and fishponds cages. Agri industries, such as poultries, piggeries, and other livestock raising include cattle, swine, goat, sheep and chicken.

          Commerce Trade & Industry: The commercial activities of the Municipality of Mangatarem are concentrated in the Población, or the central business district; along major roads and highways. Commercial establishments such as Mercury Drug, CSI Supermarket, 7-Eleven, Mang Inasal, Magic Mall, Andoks Lechon, Jollibee Foods, and Mcdonald’s as well as financial institutions such as Metrobank and Land Bank of the Philippines have located their store branches at the municipality’s business district. These have exponentially contributed in the Municipality’s local economic size and growth in the last 5 years generating employment and increasing revenue resources for the local government in terms of taxes, rentals, business tax and licenses.

Tourism

           Mangatarem is home to eight (8) tourism sites, cultural preservation sites, and nature parks that abound in the municipality. Tourism zones include the 18th Century Church, The Manleleug Spring Protected Landscape, Immaltar Hot Spring, the Pacalat Dam, Kanding Waterfalls, and Tangguyob Waterfalls. Also worth mentioning is the Pangasinan-Zambales road, most famously known as “Daang Kalikasan” that has captured the interest and fascination of tourists. Mangatarem is also home to the best tasting Tupig, a homemade delicacy made of glutenous rice and coconut. A Tourism Officer oversees all the tourism-related activities in the municipality, tourists assistance desk are made available to the public as well to provide assistance to tourist.

Infrastructure and Utilities

  •     Power- Mangatarem is served by the Central Pangasinan Electric Corporation for its electricity. All of the Barangays in Mangatarem have electricity, while 89% of all households are able to use electricity.
  •     Water-The primary sources of water are artisan well, deep well, pump well, and water tap. water pump, shallow well, and faucet. The secondary water sources are the river, creek, and dug well. The San Miguel Bulacan (SMB) Water District, a privately- owned water provider in Mangatarem, provides potable water for the residents of the población consisting of 14 barangays. The Población area has water supply systems in the public market, rural health centers, municipal buildings, and the PNP. There are 445 deep wells and 6,826 shallow wells (public and private) out of 15,484 households in 82 barangays.

    Roads

  •  National Roadboundary of Macarang San Clemente to the boundary of the Quetegan-Aguilar Road line is a national road. This 17-kilometer road line is concrete paved.
  • Provincial Road-There are 6 road lines considered provincial roads in the municipality.
  • Municipal Road-Mangatarem has Municipal roads with a total of 67.89 kilometers. The majority of which is in población. Most of the municipal roads are concretely paved, while the rest are made up of either gravel or asphalt.
  • Barangay Roads were constructed in almost all of the 82 barangays of the municipality. It has a total of 216.58 kilometers and serves 12,805 households. Since this is a rural area, there are some barangay roads that are in river crossings. Yet they are suitable for motorized and non-motorized vehicles at most times of the year
  • Bridges-Bridges in the municipality are classified as provincial bridges. Existing timber bridges were converted into bailey bridges, reinforced concrete box culverts and reinforced.

Postal Services-Postal services in the municipality is provided by the Philippine Postal Services or PHLPost.

The PHLPost collects, handles, transports, delivers, forwards, returns and holds mails, parcels, and like materials throughout the municipality.

Telecommunications: There are five (5) cell sites in the locality, providers/services include, PLDT, Smart Communications, Globe, and DITO. The municipality has one landline telephone service company, PLDT. Which has 2000 lines, two (2) cable stations, and five (5) cell sites. Two of the cell sites are from Smart Communications, two (2) are from Globe, and one (1) is from Sun Cellular. Internet providers include USATv, PLDT, and Converge ICT. Public access to WIFI is yet to be provided by the LGU. However, most businesses and establishments provide their own internet connection.

Environment Management: Solid waste management is facilitated by the Municipal Environmental and Natural Resources Office. Waste segregation, collection, and management is handled by the MENRO head. Daily collection of waste is conducted in the Poblacion, and nearby barangays. However, far-flung barangays practice their own waste management. A material recovery facility is present in each barangay to encourage waste segregation. The LGU is under an MOA with the Metro Clark Solid Waste Management Corporation.

Land Use

The urban barangays of the municipality account for a total land area of 287.52 hectares. Out of the 287.52 urban land area, 32.20 hectares or 11.20 % are utilized for agricultural purposes, these agricultural lands within the urban barangays are outside of the Strategic Agricultural Land based on the records of the Municipal Agriculture Office.  The proposed residential land in the urban area for housing purposes increased by 104.02 hectares, a total of 160.59 hectares or 55.85% of the total urban barangay.   Most of these areas are located along major roads and municipal and barangay roads with approximate lot depth of 50 meters from the road.

The proposed institutional land use within the planning period remains the same since the existing land for use could still supply the land demand for the next nine years. While commercial developments within the urban core sprawling in the locality, the proposed commercial would increase to 23.01 hectares or 8.00% of the total Urban Land area.

             Other land uses such as parks and recreational spaces have an area of 3.38 hectares, while burial grounds have a total land area of 3.68 hectares, the bodies of water on the other hand account for a total land area of 4.40 hectares or 1.54% of the total urban land.
